Opportunities for Data Exchange (ODE) is a FP7 Project carried out by members of the Alliance for Permanent Access (APA), which is gathering evidence to support strategic investment in the emerging e-Infrastructure for data sharing, re-use and preservation. The ODE Conceptual Model has been developed within the Project to characterise the process of data sharing and the factors which give rise to variations in data sharing for different parties involved. Within the overall Conceptual Model there can be identified models of process, of context, and of drivers, barriers and enablers. The model of drivers, barriers and enablers provides a comprehensive description of the factors that motivate, inhibit and enable the sharing of research data. Drivers, barriers and enablers are variously defined in terms of individual-psychological, social, organisational, technical, legal and political components. They affect whether data are shared, how they are shared, and how successfully they are shared

Opportunities for Data Exchange (ODE) is a FP7 project of members of the Alliance for Permanent Access (APA), which is gathering evidence to support the right investment in a layer for data sharing, re-use and preservation, in the emerging e-Infrastructure. The main concern of the ODE project is to talk with key players in the field. In dialogue with relevant stakeholders, views and opinions on challenges and opportunities for data exchange are collected and documented. To gain a broad and common understanding the ODE project collected 21 stories, in which significant stakeholders describe their experiences and their view on the topic. The focus is on the following four perspectives: scientific communities, infrastructure initiatives (e. g. data centres and data repositories), management (e. g. funding agencies and policy makers) and other relevant stakeholders (e. g. citizen science projects). This report provides an introduction, documents the stories and combines the key barriers and drivers for the permanent access to research data

Ten Tales of Drivers and Barriers in Data Sharing

The booklet is a collection of success stories and lessons learned in the area of data sharing, re-use and preservation. These use cases outline the state of play in this dynamic area, and are meant to help stakeholders appreciate the vast potential for innovation as well as barriers to success in the field. These ten tales, selected by the Opportunities for Data Exchange (ODE) project, are based on personal interviews with leaders in scientific communities, research infrastructures, management and policy initiatives. These unique perspectives look at data sharing from many angles, and provide fresh, first-hand accounts of experience and involvement in the following areas: Leading-edge scientific research, Funding policy, coordination of large-scale e-infrastructures, Researcher access to e-infrastructures and extending data infrastructures to meet the needs of the modern classroom. Opportunities for Data Exchange (ODE), a project funded by the European Commission (FP7), is gathering evidence to support and promote data sharing, re-use and preservation. ODE partners are members of the Alliance for Permanent Access (APA) and represent stakeholders with significant influence within their communities. ODE is identifying, collating, interpreting and delivering evidence for emerging best practice in sharing, re-using, safeguarding and citing data. ODE is also documenting drivers of change, and barriers to progress in this important area. The AlfredWegener Institute for Polar and Marine Research has produced this booklet on behalf of the ODE Project for dissemination at the 2011 APA Conference, 8-9 November, in London, and beyond

The results of ODE provide a comprehensive overview of data sharing today and shed new light on the future challenge of data sharing. This resulted in detailed recommendations for the individual stakeholders involved in data sharing, but also overall topics that need to be addressed in order to develop data sharing in Europe and beyond, and can inform policies and approaches in Horizon2020. These are summarised in this documen
